Fill with enough cool water to completely cover. Empty contents of spice packet into water. Cover, cook on HIGH 4 hours to internal temperature of 160 degrees F as measured with a food thermometer and fork tender. Carefully remove beef to platter. Let rest 20-30 minutes before slicing.
